I apologize if I seem snippy here, but I'm genuinely confused by your question. Are you asking why your Daddy might want you to wear "spreader pants?" Are you asking what's the benefit? Are you asking why your Daddy would want to restrain you when you're an obedient little girl?
The answers are countless, and are unique to each person: he enjoys power, he finds the pants to be erotic, it fits his fantasy, he thinks it will make you more submissive, etc.
I can't speak for your Daddy, but for me, confining my slave is super erotic. It pleases me. No other reason need apply. I never "make sure" my slave is okay with my decisions.
