No, I think it's more to do with political correctness. If a woman was depicted having peed her pants, there would be hell to pay from the women's groups, and so they just don't take the chance.
Also, perhaps, a man having peed his pants is seen as both embarrassing and funny, while a woman having peed her pants would be seen in a different light, embarrassing, yes, but also, perhaps sad, with an element of sympathy for being a woman with a "women's problem".
On a completely different note, I've noticed a number of times when in the UK, that British ads are quite often completely off-topic for pure quirkiness or novelty value. In contrast, Australian ads are usually much more blunt and direct. Subtle as a sledge-hammer? I always found UK ads interesting but slightly disturbing as their content so very often didn't match the subject. But they seem to work on Brits, so I guess they'll keep making 'em! :)
