I asked this question quite a while back on Jonathan World (anyone remember that site?). The problem is there isn't any developers that do not have a look over all the pictures to make sure the process worked okay. Then those 1 hour places.
Another thing to keep in mind is that there really is no stopping them from making prints for themselves as well. I mean if you went to a little old mom and pop place I doubt it, but no the less, then will remember you and the photos.
The only three ways around this that I know of is 1) develop your own photos or 2) set up a system where you can do it on your computer (ie: a webcam or digital camera or 3) get a Polroid.
Obviously all these choices have their pros and cons, but unless you wish to face the shop owners.......

PS ooooooooooo just though of one place where it might not be so bad. In Canada we have a large warehouse/buy-in-bulk store called Costco. I've noticed that you drop off your film and then when you collect it, they are all just sitting in a large file folder table. It's all alphabetical and you go through yourself and find your set of prints. This way you don't have to face the shop employees themselves and they won't know who you are.
