It would seem that, according at least to WetSet, while writing about childhood memories, ages are irrelevant, as these memories are of things that form the basis of what develops later in adults. The issue of ages is also a problem with people who are too young to be posting on this board. I sometimes wonder why people read a disclaimer stating they shouldn't be here if they are under 18, then post here saying they are. They could, of course, be trying to create turmoil, which it is bound to do.
As for whether this was an adult depriving kids of the toilet, there is nothing in the post to explicitly state that. Perhaps this person had a key, implying he was an adult at the time, but this was not stated.
I personally dislike the idea of deprivation of liberty or relief at any age, so I found his post distasteful.
