Lots and lots of peopel of both sexes pee in the pool. It is the bane of the pool administrators lives.
When you go swimming and the water really stings this is because all teh pee in the water is reacting with the chlorine. No pee no sting.
Several public pools near me have prominent signs to use the toilet before swimming to avoid the problem. Sometimes I do that but usually the water's so stingy already that I feel nobody else bothers so why should I. And I warm my shorts up and watch my yellow clout floating away :)
