I would agree with dejay that physical contact (specifically genital contact) is necessary, but even that will change soon when new technology will allow physical stimulations to be transmitted directly between 2 (or more) on-line participants, or even just between you and a computer programme. Let the lawyers figure out if that is infidelity or not!
As for wet sex, I get a huge kick out of watching women pee, often while peeing beside them, but wouldn't class that as "having sex" even if they were sexually stimulated by it too; likewise for panty-wetting, though I've never done that. I have a married friend who does this too, and his wife doesn't like it a bit! Peeing on or being peed on by a partner I would classify as being on a par with heavy petting, an intimate caress or a good snog. Whether any of those qualify as being unfaithfull to a partner would depend on the openness of the relationship between the individuals concerned.
