Not really baffling. It's psycological. When she's in position and ready to pee where all her lifes' training has told her she shouldn't, even though the preasure is tremendous she has to reach a pace in her mind that will block out all that traning and inhibitions. To put it another way, she will just about let it go but something inside her mind at the last minute says "wait, are you sure?" and she holds back again fearing her pee will go somewhere it shouldn't and cause a mess. This happens subconsciously or semiconsciously at best.
