Are you sure you're on an "undernet" server? If so, try logging on to a different server. On a typical early evening, around 4pm to 8pm in the centeral US, there are usually lots of people on. Sometimes more than 10.
And yes, it is a Patches' room, not a Wet Set room, as evidenced by the topic of the room that pops up as soon as you enter. I think "ws" stands for "watersports" and not "Wet Set."
