It took about 3 years for my wife to finally do it for me. Like your girlfriend she was not into the idea at all, in fact she couldn't believe any woman could be.
Thankfully there is now a lot of "photographic evidence" available on the net to prove that there are women into panty wetting. Once she saw a picture or two the ice was broken, however it was still some time before she wet herself for me.
We both really love each other and indulge each others fantasies so my advice is just be patient, don't press the issue and eventually she will probably come around. Once she does it for you the first time, and realises that its not that bad, you will find that she will just do it to turn you on.
