I had the same problem a couple of years ago. It is really bad. There is not much to be done about it. One recommendation: Instead of stuffing your underware with toilet paper I would use some kind of disposable kitchen towels, they're much bigger and the chance of leakage is smaller.
Another thing that works, too, is to take a plastic bag and cut two small holes in the bottom. Then step into the bag with your feet through the holes and pull it up. The holes then are widening but still stick pretty good to the skin. If you then use adhesive tape around the leg openings the bag is 100% tight, and you can do anything you want with it, including peeing and using laxatives.
