Destroying a perfectly good pair of locking plastic pants calls for some strict punishment.
I suggest you take away some of her "big girl" things for awhile. Things like being allowed to watch adult TV shows, using the computer, driving a car, etc. Just find things she really likes to do and threaten to take a few away (make good on the threats too).
