Make her wear a pair of Lil swimmer swimming diapers (found at Target, Walmart, Kmart etc.) and just a bikini top. Then make sure you change her on a beach towel by the pool so that she doesn't have to leave. Don't let her go in without arm floaties and periodically ask her/check her to see if she needs changing.
