I can only take the male perspective on this, so I'd have to say that I'm not too familiar with many books that I grew up reading that mentioned weeing - other than 'Charlie and the Great Glass Elevator'. I'm sure there must be others because most fetishes spring from experiences we had or literature we read as children. For me, being the age I am, I expect that the British tradition of sauciness and toilet humour, as exemplified by Carry On films/Benny Hill/On The Buses, in a more innocent age that was less graphic and more suggestive than modern gross-out comedies, may well have been my first awakening to the idea that needing a wee can be enjoyably naughty.

I think a girl struggling with pee desperation is very appealing. In perhaps a classroom setting where permission is needed to leave, or just a situation where a toilet is not available, there is something decidedly erotic about a girl who is doing the pee dance and wriggling about with nothing on her mind but the feeling between her legs. To the viewer of course, what she is doing is making you very aware of her nether regions in a fairly blatant, yet innocent way. For the girl herself, avoiding emptying the bladder definately heightens awareness of the genital region, and a 'comforting' sort of masturbation often seems to be where this leads. The eventual release of pee is almost orgasmic and if she happens to have a partner to join the fun it has the potential to be a prelude to something quite intense.
