I know sweetheart, you were lucky in that it grew back quite fast, some little ones really regret cutting their hair and it seems to stop and they never quite get the length back they had originally.
..and in some ways thats my problem with tatoos, once that mark has been made it never goes away,
We both know one particular "Little Girl" who is struggling to this day to have a tatoo removed. It is a long painful and expensive procedure.
Id say get the tatoo bug out of your system and have a henna tatoo (semi-permanent) that way you can wake up every morning and see the mark youve made and know that if it doesnt suit you time will remove it.
As for persuading your Daddy - I'm sure you'll change your his mind in a heartbeat if you make that some sort of symbol which links you two and your interests together. Both put your heads together and think of something which symbolises your relationship, something covertly and discreetly "little" maybe? Most couples get a real kick out of sharing an intimate secret like that :)
...and then you can "try before you buy" and if the design sits comfortably with you both after the henna fades away then you can make the step and get the tatoo permanently.
Anyway enough rambling..
The summer is coming fast,its spring already although you wouldnt know it Im sitting here typing in March and the snow is falling outside my window. I will see you both so very soon little one
