When I've been spanked I tend to like it starting out slow, with a hand is always best because it makes it so much more humiliating. Slow, alternating cheek to cheek, preferably across a lap/otk/etc, and with varying degress of intensity as it builds.
When in the Daddy role, I relish the lengthyness of a good spanking. Thru clothing to start is usually good, again, slow build lap/otk bare handed. Then skirt up/pants down over panties/diaper.
