One thing you need to make clear, is there can be a distinctive difference between the Dom/sub relationship and the Parent/Child. You need to determine the degree of discipline you want. Demanding orders and chores can be one thing, but you need the tenderness and nurturing. Sounds like he needs to put more dedication into being your Daddy, more games, more play time and cuddling.
As for his hard-ons. A cold shower, or him knowing he isnt gonna get anything might snap him out of it. Sometimes when you become accostomed to something, it won't turn you on as much.
