To give a short answer on this, you have to look at the three part acronym of BDSM like it is mentioned at http://www.dssm.org/About_DsSM.htm "A couple may have a D/s relationship without ever engaging in B&D or SM". And since Ageplay involves power exchange in some degree, tender or strict, i guess you can say it is BDSM.
