Personally, I've corresponded with some little ones (and met one, as well) who enjoy being forced to mess publicly with the aid of suppositories and fiber.
Personally, I'm more like LE in that I don't much care to cause associations between proper diaper use and feeling humiliated, but with a bottom who enjoys such things, it might be a moderately effective training method.
