You do know that you can be married without a religious ceremony.
I for one am an atheist and find that you saying that "Marriage should be a religious proposition." to be very offensive, because it means that I can not be married.
There are also other legal attachments to be married, such as inheritance, the ability to see a partner in a hospital (often limited to family members), insurance, etc.
As I see it, it is religion getting in the way of a legal, therefore governmental, agreement.
