I dont think the show treats Toby in a malicious way, although I dont watch it very often. I just found it so surprising that Toby's traits were so overtly racial. In a way I thought it was kind of funny, but then in another way I was wondering what could they possibly be trying to achieve by constructing his character this way. Like you said it's probably nothing. But its kind of interesting.
