If you want to kill spam:
In order to eliminate SPAM, the originators must be punished.
1) All e-mail must originate with a known ISP address.
2) SPAM must be defined...say as sending more than 100 emails per day to people who haven't sent you e-mail. Require ISP's to charge $$ (like 5 US cents per e-mail) for exceeding that limit, unless that account has a publicly known person responsible for it. ISP's giving free accounts must place limits on the automation of the free accounts.
