Depending on your situation, if you are able to afford creating a proper nursery room, you have the option of having a full adult size nursery, with a lock on the door - you can keep him locked in the nursery, until he is fully regressed, the only place to sleep, the crib, the only place to eliminate, diapers, the only food to eat, the baby food and formula you supply him, the only way to get what he wants, to communicate with you as a baby does. It all depends on how serious, you, and he, are. If you are unable to have a complete nursery room, there are other options for enforcement. Lock-able plastic pants will ensure that he cannot remove diapers without you unlocking the pants first, a number of places sell them, here are fetwares http://www.fetware.com/locking_pants.htm .
If you use locks, restraints, or other limiting devices to prevent access to 'adult' things - for instance, locking mittens so he has no adult use of hands, or bondage bags, pacifier gags, etc. locks installed on doors, such as bathrooms. There are enough specialty items that you can create the same physical restrictions as babys have by using them. If you can't afford locking plastic pants, or other items, you can easily recreate the same effect by buying some sturdy chain, and a couple of padlocks, and literally making a locking chain harness over the diapered area yourself - a little experimentation will show you how to lock the chain over the body so that it is only removable by you unlocking it. You may also choose to ignore adult speech and only respond to baby talk. I would recommend investing in a locking crib cage as well.
