If the incident was precisely as you reported it, it's hard to see this as anything else except a deliberate fetishistic wetting. The notion of "exam stress" seems pretty unlikely.
Unlike others here, I don't believe this is an exclusively male fetish. I have lived long enough to meet and date a few women who were either "willing" or "into it." And while I don't think this fetish is all that common, I don't think it's anywhere near as rare as some believe.
So she might have been "for real." Someone posted below, questioning her mental stability. It is true that psychologically unstable individuals do stage "accidents," for whatever reasons (and ah, Rose, when I met you I didn't know you were a nut case!). The whole business of her curling up in a fetal position makes me wonder if she's a bit "off." On the other hand, she is functional enough to attend college.
It's tough to be stuck with an unsympathetic friend when you get a sighting and want to talk to the girl -- I have been in similar situations. If you see her again on campus, have a chat with her and see if she seems mentally "okay." If so, you might want to ask her out.
And I agree with those who would say not to bring up the issue of wetting too soon. I have only dared to do it when I was convinced the woman was compassionate and open-minded as well as erotically curious about fantasies and fetishes in general.
