That old trick,
I did that a couple of times myself (around 8th grade). I used girls' panties because I hated the mean-bitch in my grade. I wrote her name on the tag in really girly handwriting and filled them with crap. I'd have to bide my time to sneak into the girls facilities to "hide" them in a cubicle.
Mine never made the school paper. In fact, I never got definite confirmation. But one time I did it at morning recess and saw her crying with a group of friends at lunch.
Ah, fun times.....
