Poop groups on Yahoo are a joke.
I could be really mean and say that anyone who starts one is delusional, but I had one myself for a while and I know that it's one of the easiest ways of getting a "sort-of" website, so I'm not gonna :)
One thing people have to realise is the laws surrounding poop are very sketchy, the poop websites that exist do so because they are run by people who are prepared to spend a lot of time justifying the site within the law, but an organisation like Yahoo is not going to do that.
It totally sucks! But that's the law's fault, not Yahoo. Hopefully the laws will eventually become more updated and toletant, but, until there's set rules surrounding panty-poop, then "family-friendly" servers like Yahoo will continue to close ppl down - even if they have an adult section or a fetish section of whatever.
Just don't make poop sites if you're not paying for them, lol!! Cos no one is here to do you favours
