Had a cousin that had to wear 2 pair of his sisters thick cotton panties with plastic panties over that. My Mom had gotten the plastic pants for him in the local McCorys 5&10(Gerber Super Toddler). My girl cousin told me that he hide the plastic panties and refused to wear them after the first night.
